Treasury Manager
The financial authority. It initiates transactions, signs them, and approves other people’s — but it cannot rewrite the rules that govern it or manage users.
Can / cannot
Can
- Everything Operator can do: initiate payments, withdrawals, conversions, contacts
- Sign transfers
- Approve or reject pending operations
- Manage the company’s own bank accounts and wallets
- Open and close accounts, manage the wallet allowlist
- Issue and manage tax documents
- Create their own passkey
Cannot
- Change the approval policy rules
- Invite users or assign roles
- Create or remove companies
- Create API credentials
- Manage the organization’s passkeys
- Approve their own operations
When to use it
It is the natural role for treasury and for whoever has to approve what the team does. If your approval policy asks for a second signature on withdrawals, your approvers go here.
Have more approvers than the rule requires
With their passkey ready. If a rule requires everyone to sign, or a threshold equal to the number of approvers, a single absence freezes operations. With three people and a threshold of two, there is always room.
Next steps
- Operator — the step below: initiates and signs their own, does not approve other people’s.
- Passkeys — an approver without a passkey freezes the rule: see Each person’s passkey.
- Approval policy — where you define that a withdrawal needs your second signature.
- If they do not appear in the approvers list: I cannot choose someone as an approver.
